A target quarter is not a contractual completion date

Build a timeline from the signed contract: start date, completion definition, handover test, registration dependency, permitted extensions and final long-stop date. Separate a specific event from a broad developer discretion. Require written notice, dates, cause, expected duration and evidence showing how the event actually affected the critical path.

Check whether an extension changes instalments, inspection rights, liquidated damages, termination or refund rights. Preserve every notice and response.
