A dry-day viewing cannot show how the access road, plot and lower rooms behave after heavy rain. Buyers should trace where water could arrive, where it can drain and which records support the seller's description. A neighbourhood report can flag questions, but it does not establish the condition of one parcel.
Walk the full water path
Start on the approach road and inspect the lowest entrance, driveway, external steps, drains and thresholds. Look for water marks, repaired plaster, changed floor levels, pumps or recently moved equipment. Do not open electrical rooms or enter standing water; arrange a qualified inspection where there is a safety concern.
Ask the seller, juristic office or estate manager for incident dates, repair invoices, insurance correspondence, drainage plans and maintenance logs. Ask neighbours what they observed, noting when and where. If possible, revisit in or shortly after ordinary rain without treating a single event as a worst-case test. Record which sections of the route became difficult, not just whether water entered the home.
Check the building and the journey
For a condo, clarify which systems serve the unit and which common areas, who maintains them and how emergency work is approved. For a villa, ask who maintains roadside drains, shared channels, pumps and access roads. Confirm these responsibilities against current rules and written agreements. A dry interior does not prove that guests, staff or emergency vehicles can reach it during disruption.
Separate observed history from a forecast. Do not assume an upstream drainage project, raised threshold or pump eliminates future flood risk. Have an independent engineer review material concerns before reservation.
