Verify permanent electricity, water, meters, account ownership, deposits, test records and backup systems before final handover.
A finished unit is not operational until its utilities work
Test permanent—not temporary construction—electricity and water under realistic load. Record meter numbers and readings, account holder, tariff category, deposits, unpaid balances, transfer forms, supply capacity and responsibility for common-system charges. Test pumps, hot water, air-conditioning, drainage and any generator or water storage that the sale promises.
Add every missing connection, weak circuit, pressure problem or account document to the signed handover schedule. The contract and independent advisers should determine whether final payment can be retained and who carries connection, upgrade and transfer costs. Review the handover checklist, as-built documents and buyer service.
